The primary purpose of these positions is to serve as an expert in the fields of Systems Engineering and Technical Management. Employee will be responsible for performing professional engineering and technical management work in support of projects/programs pertaining to systems engineering policy.
INDIVIDUAL OCCUPATIONAL REQUIREMENT: Employee needs to meet the education and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards, Group Coverage Qualification Standard for Professional and Scientific Positions:https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is described as: experiencing assisting with applying appropriate systems engineering discipline and broad engineering knowledge in interpreting and flowing-down capability needs/requirements, evaluating design approaches/trades, and test/verification and production strategies to delivery of operational capability within limitations imposed by life cycle cost, schedule, and performance priorities, to include and support requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: The subject position requires a degree in engineering, or its equivalent, as specified in the Qualification Standards Handbook for General Schedule Positions, and extensive experience in SR technologies with emphasis on imaging systems and SR of aerospace materials and vehicles. Recognized expert knowledge and mastery of professional and programmatic engineering theories, principles, practices and techniques relating to LO systems is required to analyze complex interdisciplinary problems and general/develop new concepts and methods which provide significant technical solutions that have far-reaching impact in assigned areas. Broad and/or extensive knowledge of electrical, mechanical, aeronautical, and materials engineering, modeling and simulation, hardware component and system testing, and flight and laboratory testing to assess interrelated requirements and impacts. Broad knowledge and experience of related engineering disciplines such as systems engineering, computer science, electromagnetic phenomenology, etc., to assess electronic combat system capability and signature reduction. Ability to organize, lead and integrate the efforts of other experts and specialists is required to develop new concepts and approaches; solve very complex interdisciplinary problems, develop new policy; and define new programs/technical plans and requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Duties: Serve as technical lead responsible for all systems engineering activities required for the assigned mission and/or the design, development, production, test, and support of assigned systems. Evaluate contractors' technical proposals. Represent the organization with all levels of management, including functional counterparts, HQ AFMC, DoD, other federal agencies, industry partners and academia. Develop technical/engineering and test/verification plans which specify the objectives and means to fulfill mission and/or system requirements. Desired Skills: - At least 5 years engineering experience is preferred. - Leading integration efforts and engage with extended and geographically dispersed stakeholders including subject matter experts from across the AFNWC Directorate to which you are assigned. - Mastery knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices and techniques to apply experimental theories and new developments Model Based System Engineering integrated digital environments to problems not susceptible to treatments by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance. - Background in systems engineering and integration, Model Based Systems Engineering (MBSE), frameworks and tool sets for communication and missile systems, Digital Engineering concepts, Agile development concepts, and/or exploitation of critical weapon systems. - Breadth and depth of experience in integrating systems engineering efforts from multiple teams and the ability to grasp extremely challenging technical concepts and provide solutions when needed within an enterprise. - Skill in leadership, teamwork, mentorship, and communication skills while establishing and maintaining effective relationships, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing. - Some positions may require to lead and manage the planning and execution of all matters related to test and evaluation efforts including critical test, requirements verification, risk management, and test resource availability for the Directorate to which you are assigned. - Experience in test and evaluation of weapon systems with demonstrated expertise related to command-and-control testing, cyber systems testing, instrumentation, telemetry, integrated systems testing.
