Job Description:

This Supervisory Program Specialist, GS-0301-11, position is in the National Call Center for Homeless Veterans (NCCHV), Health Resource Center (HRC). The primary purpose for this position is to provide a second line supervision and management support for staff performing program activities in support of the NCCHV Program.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2025. Time-In-Grade Requirement (GS-11): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-11 position, you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that verifies your time-in-grade eligibility must be submitted with your application materials. If your most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50's that clearly demonstrates one-year time-in-grade. Please Note: Time-In-Grade requirements also apply to former VA employees applying for reinstatement with CTAP eligibility. You may qualify based on your Specialized Experience and/or Education as described below. Specialized Experience (GS-11): You must have one year of Specialized Experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of Specialized Experience include (but are not limited to): 1) Analyzes individual employee and section performance and productivity on both a qualitative and quantitative basis 2) Takes appropriate action(s) to correct employee performance deficiencies by reassigning work assignments, providing training, requiring additional staffing, and/or overtime 3) Prepares and presents briefings and information to management officials to ensure comprehensive program coverage and effective interface among all related departmental functional elements 4) Evaluates processes and procedures in place and provides recommendations to the management for more effective organizational functioning 5) Performs multi-functional studies and special projects, prepares and coordinates data from sources throughout departmental elements, and establishes new or modified work methods/business procedures and guidelines 6) Gathers, analyzes, and evaluates complex, factual, historical, and statistical data to independently develop and coordinate concept plans, position papers, status reports, and trend data 7) Monitors productivity reports that track employee performance and identify potential training needs to ensure the department is operating as efficiently as possible OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., (if related) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., (if related). You will be rated on the following Competencies for this position: Lead or Supervise Manages and Organizes Information Project Management Quality Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is basically sedentary but the incumbent may be subject to stressful situations due to short turnaround timeframes. The incumbent may be required to weork long hours and irregular shifts. Some walking, standing,bending, and carrying items such as books, papers, and computer records are also required. Major Duties include (but are not limited to): Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system; Provides informal feedback and periodically evaluates employee performance; Completes projects, analyzes problems, and recommends solutions; Applies comprehensive knowledge to complex issues and adapts basic analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and organizational productivity; Provides statistical techniques, performs independent statistical surveys, and makes sound judgments and conclusions; Identifies, analyzes, and interprets planning guidance into comprehensive briefings on the effective and efficient work processes within the organization; Develops recommendations related to the implementation of new or modified programs or projects; Develop proposals that require detailed research, analyses of agency requirements, impact on customers, and development of-cost benefit analysis; and Evaluates the impact for new and/or revised policies and procedures on the existing organizational structure. Promotion Potential: This GS-11 Supervisory Program Specialist is being announced at the full performance level. Work Schedule: M-F, 8 hour shift between 6AM-6PM EST (TBD by Supervisor). This is a 24/7 contact center and may require support outside of specified work hours. Remote: This position is not authorized for Remote work. Telework: This position may be authorized for telework.
