Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11: Specialized Experience: One year of specialized experience includes meeting two of the following: 1) coordinating with a variety of stakeholders; 2) assist in execution of real estate projects based on laws/regulations; 3) prepare real estate documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Business, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience includes meeting three of the following: 1) Provide technical advice on real estate matters such as: real estate acquisition, utilization, disposal projects, public laws, and/or regulations; 2) coordinate with a variety of stakeholders (e.g., other agencies, governments, corporations, private property owners, attorneys, developers, and/or realtors) to execute real estate management projects; 3) negotiate terms of outgrants with a wide variety of prospective grantees; 4) perform real estate duties concerned with the total purchase, condemnation, leasing and/or disposal functions of the real estate office. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). GS 12 ONLY: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Attention to Detail Oral Communication Real Estate Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For GS-11: 52 weeks at GS-09. For GS-12: 52 weeks at GS-11.
Serve as a senior Realty Specialist and designated negotiator.
Make authoritative recommendations and decisions in approving and disapproving transactions for Supervisor review.
Determine and issue appropriate form of real estate instruments (easement, license, permit, etc.)
Closely monitor acquisition management, and disposal actions, assigned to the Conveyancing Branch.
Review selected realty actions and accompanying documents for technical correctness and content.
Prepare real estate planning reports.
