Job Description:

You will serve as the Human Resources Director (HRD) at Naval War College, Newport, RI. You will provide leadership and direction in establishing and maintaining the strategic and operational Human Resources Office (HRO) functions with Director Civilian Human Resources (DCHR) functions at the Echelon 2 level. You will respond to executive management requirements, assuring optimum productivity and mission accomplishment in all the HR program functions.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization. You will provide authoritative advice and guidance to senior officials, upper-level management, and supervisors regarding HR program policies, procedures, and practices.
You will participate in operations planning with top level management and key operating officials for the purpose of providing guidance and advice regarding civilian personnel regulations and administration.
You will manage HR programs such as Employee/ Labor Relations (two active unions), Strategic HR Planning, Performance Management, Position Management, Classification, Injury Compensation, Employee Services, Workforce Training and Development.
You will partner with other HRO Directors within Navy and Department of Defense (DoD), especially with other DoD Academic Institutions, Office of Civilian Human Resources (OCHR) Senior Advisors and management officials to discuss HR topics.
You will keep current with Navy and DoD policies and implementation to manage a comprehensive HR program.
You will advise and establish workforce development oversight and effectiveness in meeting requirements and changes as needed.
You will provide agency representative with Agency response for third party actions.
You will draft written or verbal responses for managers to resolve employee issues.
You will negotiate with Labor Unions on all labor issues.
You will provide strategic HR guidance to the President, Provost, Academic Deans and all major departments of the Naval War College.
You will provide classification advice within the departments and recommend changes in the organizational structure through workforce shaping and voluntary separation programs.
