Job Description:

The United States Attorney's Office for the District of Columbia is distinct among United States Attorney's Offices due to the breadth and scale of its work. It acts as both the local and the federal prosecutor for the nation's capital. Locally, it handles cases ranging from misdemeanor drug possession to murders, while federally, it handles cases ranging from child pornography to gang, financial fraud, and terrorism. The Office represents the district in civil suits.
To be qualified for this position, you must meet both the basic requirement and the minimum qualifications. Basic Requirements: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. You must submit your transcripts (unofficial or official) to verify basic qualifications for this position. Failure to submit your transcripts will result in disqualification for this position. In addition to meeting the basic requirements as described above, applicants must also meet specialized experience as defined below. GS-13: To qualify as a GS-13, you must possess one year of specialized experience equivalent to the GS-12 level in the Federal Service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized Experience is defined as performing, directing, and leading contracting specialist with the development and management of all aspects for pre-award and post-award functions, including price/cost analysis, negotiation, and administration for services, materials, and equipment associated with the organization; developing, preparing and overseeing Statements of Work (SOW) typically involving specialized equipment, professional or technical services; reviewing and analyzing requests for the procurement of off-the-shelf products, items that are manufactured to order, specialized services, expert witness, litigative consultant services, construction, IT and complex equipment and services; determining sole source and other required documentation; preparing solicitation documents and incorporating specific provisions; analyzing proposals for conformance with the solicitation; conducting extensive negotiations before and/or after contract award; negotiating with potential contractors; awarding contracts within delegated contracting officer authority; and/or administering complex contracts, including monitoring contractor's performance. Must have successfully completed the applicable certification requirements including mandatory training as prescribed for federal procurement functions, which includes those prescribed as FAC-C (Level I) requirements or equivalent certification. If selected for this position, you will join a well-respected team within the Procurement Unit of the Administrative Division in the United States Attorney's Office for the District of Columbia and will serve as the District's Contracting Officer that is responsible for exercising delegation of authority to contract for a variety of services, supplies and equipment. Typical work assignments will include: - Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of each subordinate. - Analyzes and evaluates operational shortfalls in any area and makes changes in systems, policies, and procedures. - Compiles bidders' lists and utilizes other source lists to facilitate requirements. - Performs detailed analysis of bids or proposals received. - Performs cost analysis and other evaluation actions to determine best value or lowest bid in award decisions. - Prepares recommendations for award, documenting reasons for decisions including justifying basis for not recommending lowest bidder. Responsibilities will increase and assignments will become more complex as your training and experience progress.
