Job Description:

You will serve as a FINANCIAL MANAGEMENT SPECIALIST in the COMPACFLT, Fleet Comptroller Department, BSO Accounting and Oversight Division of OPERATIONAL SUPPORT FACILITY.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing or managing the administrative, fiscal control, financial management, accounting or budgetary requirements to improve efficiency in program operations. You will perform or advises on work in any of the phases or systems of budget administration.
You will formulate budgets and estimates to support plans, programs, and activities.
You will present and defend budget estimates before authorities.
You will review and evaluate budget requests, control and report on obligations and expenditures.
You will develop, determine and interpret budgetary policies and practices.
You will analyze and recommend the costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
You will implement legal and regulatory controls over approved budgets as well as implement internal controls and provide advice on effective and efficient methods for the acquisition and use of funds.
You will demonstrate a mastery of concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels.
You will interpret, assess and project the potential impact of new/revised Congressional legislation.
You will develop and render authoritative interpretations of executive orders, OMB guidance within and across agency lines and departmental guidance.
