This vacancy is for a GS-0080-13, Security Specialist (Port) located in the Department of Homeland Security, U.S. Coast Guard, D7 INSPECTIONS and INVESTIGATIONS BRANCH -DPI. Duty location will be determined upon selection.
To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Managing a transportation security program for an organization. Developing new security policies, procedures, and guidelines when the issues under consideration have no applicable precedent or are highly controversial. Serving as a subject matter expert with respect to the maritime transportation safety program. Advising and recommending innovative approaches for avoiding and/or resolving problems and reducing conflicts. Serving as organizational spokesperson at formal and informal briefings and workshops on highly technical and complex maritime transportation security program activities. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will serve as a Security Specialist (Port) and be responsible for the coordination of the Maritime Security Program for waterfront facilities, commercial vessels, and ports by executing current policy and law, researching, and developing criteria to meet changing security threats, and collaborating with key stakeholders to build productive relationships in the maritime security community. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Developing maritime security performance criteria, training requirements, measures of effectiveness and measurement strategies to certify reasonable outcomes in the event of a terrorist threat or incident. Serving as the District's anti-terrorism risk coordinator and reviews unit level Maritime Security Risk Assessment Model (MSRAM) data and technical advisor for Transportation Worker Identification Credential (TWIC) activities. Establishing and maintaining effective working relationships and information networks with headquarters, Areas, Districts, port units, and with other program offices, as well as other government agencies, state, local entities, and industries affected by the Maritime Transportation Security Program. Serving as technical expert for the enforcement of Federal statutes and policies on maritime security for ports, waterfront facilities, and commercial vessels. Reviewing and developing new or proposed security policies, procedures, and guidelines for response to contingencies including anti-terrorism or terrorist threat or incident.
