About the Position: This position is to be filled at either San Antonio, Texas or Falls Church, Virginia and is located within the Engineering Solutions Architecture Business Analytics Division. This is a Direct Hire Solicitation. Salary negotiation may be available for those new to Federal service.

Basic Requirements for the SUPERVISORY IT SPECIALIST (POLICY AND PLANNING), GS-2210-15: Specialized Experience: One year of specialized experience which includes providing administrative oversight to subordinate staff, assisting with developing engineering business plans and operational IT service guidance, recommending methods to improve efficiency and reliability of IT service, and representing the organization to senior-level leadership and stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. Plans and assigns work to all military, Civil Service, and contractor subordinates of the Engineering and Architecture Branch by determining work schedules, tasks, and priorities.
Advises subordinates on administrative matters, determines training and travel needs, and ensures requirements are funded by the core budget.
Develops the division's business plan to determine the methodology for the delivery and support of high quality, high performing IT service capabilities which impact DoD healthcare organizations worldwide.
Manages the core budget for the Engineering and Architecture Branch to include supporting contracts or support agreements, and any assigned projects; assures budgeted funds are accounted for annually, while executing against approved initiatives.
Enforces and helps interpret DoD Health Affairs and DHA-unique information technology policies and guidance which impact all sites, commands, activities, and organizations across the DoD Healthcare enterprise.
Monitors and reports on standards compliance to improve the quality of the IT services delivered and to reduce the long-term costs of redundant IT service provisioning.
Determines DHA business interest regarding potential technologies and business agreements with IT industry vendors and other government agencies.
Routinely represents the DHA at conferences and engages in speaking roles at events to communicate the DHA position on key engineering and architecture policies and status of initiatives
Advises senior leadership on engineering and technology implementation, security, technology employment, integration, and sustainability at the DoD Healthcare enterprise level.
