This position is located in the Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration.
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience integrating ship operations and maintenance program elements, making decisions, and implementing actions that directly impact an organization and its programs. Experience providing advisory services in fields relating to commercial ship repair and alteration, maintenance, and vessel operations. Experience overseeing, managing, supervising and directing a diverse staff within an organization and communicating with a wide audience, including senior officials. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. As a Ship Operations & Maintenance Officer, you will: Oversee the Gulf Coast Ready Reserve Force (RRF)/National Defense Reserve Fleet (NDRF)/Training Ships, Facilities, Field Offices and Operations personnel. Manage the office's role in planning, directing, budgeting, coordinating, and administering the Ship Manager/General Agent agreements, while serving as the senior resource manager to ensure the timeliness and sufficiency of these agreements. Assure ships are properly manned, stored and emergency spares/repairs are procured in foreign ports as required, sick, and injured seamen are repatriated. Oversee the evaluation of ships daily performances, fuel consumption, speed, plot, and appointment of port agents, determination of any extraordinary funding required for canal transits, port costs, fuel, and military supercargoes. Supervise the analysis of all Ship Manager's contract costs to ensure their reasonableness and negotiate settlements with Ship Managers for work determined to be their responsibility at the time of deactivation. The ideal candidate should possesses technical expertise in administering ship operations and ship maintenance programs to ensure that they are properly surveyed, planned, monitored, staffed, supervised, and executed.
