This position is located in the Surgical Service of the Denver VA Medical Center, Denver, CO. The incumbent performs a wide variety of administrative management and program support duties of considerable difficulty at the department level under general supervision. Incumbent proceeds independently to plan and carry out work assignments to include obtaining and presenting data and advice necessary for the proper functioning and management of the organization.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/23/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Schedules appointments, coordinates meetings, and/or arranges conferences; Serves as official timekeeper - notifying supervisors when leave limits are exceeded, posting staff time and attendance, processing time-cards; Assists computer users regarding selection of applications, training on a variety of standard application packages, and selection of appropriate formats and procedures for each task; Tracks program specific information; Orients and trains others on computer use; Screens calls and personally answers calls when the requested information concerns routine and procedural requirements; Establishes and maintains office files and records. Physical Requirements: The work places no special physical demands on the employee. The work includes some walking, standing, bending and carrying of light items such as paper and books. General Clerical and Administrative Duties: 50 percent Performs a variety of administrative and support type duties in such areas as administration, budget, purchasing, records and files management, property accountability, travel, and reports. Position serves as the authority to provide guidance and assists organization personnel on all of the above, as well as other related administrative functions. Exercises a thorough knowledge of the regulations, procedures, and processes governing administrative management functions and the organization's structure and functions; and a good working knowledge of the various functional staff and support office functions and services provided in coordination, initiating, and responding to actions required. Reviews, analyzes, and evaluates the accomplishments of various office administrative functions such as records management, reports control, forms control, and administrative standing operating procedures. Advises office personnel on proper maintenance and control of records. Periodically surveys records maintained throughout the organization for compliance with established regulations and procedures, notes deficiencies, inadequate or under-utilization of filing cabinets and storage-space, initiates action to correct deficiencies, e.g., improperly identified records. Implements instructions for the destruction or transfer of records and files. Analysis for Survey Compliance: 35 percent Incumbent must be able to analyze compliance measures and assist the Section Chief(s) in the organizing of applicable policies that address specific program standards and elements of performance. Specifically, incumbent needs to be able to match program policies from the NSO, complete Infrastructure Report (SIIT), and assist in Joint Commission Surveys. Purchase cardholder: 15 percent If an incumbent is a purchase cardholder and complies with Federal and VA Acquisition Regulation and policies, as well as local procedures, including but not limited to the following: socioeconomic goals, mandatory sources, Central Contractor Registration (CCR), Federal Procurement Data Systems (FPDS), Item Master File, Vendor File, and Unauthorized Commitment and Delinquent Obligation.
