Located within the Eastern Oklahoma VA Health Care System (EOVAHCS) in Muskogee, OK, under the Facilities Management Service. The primary function of this position is to perform as a Laborer requiring significant manual skills, prior work experience or training and very heavy physical effort. The work requires the use of large complex riding equipment, hydraulic, and mechanical devices.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Duties include but are not limited to: Maintaining grounds maintenance on grades or slopes, using manual equipment to fill holes, rake leaves, or dig ditches; using simple powered equipment such as push lawn mowers, blowers, edgers, trimmers. Operating farm tractors/Kubotas and front-end loader with various attachments; large power tillers. Planning work. Separating, stacking, carrying, and loading/unloading materials and supplies. Maintaining communication with supervisor; advising on operational status of equipment using Lifting, moving, and carrying items that weigh 100 pounds or more. Operating various controls and levers to maneuver equipment to include lifting/lowering, adjusting, engaging/disengaging components or attached devices. Preventative maintenance of equipment to include changing blades, changing belts, changing oil, greasing equipment, changing flat tires, changing hoses, washing equipment. Operating, controlling, and cleaning heavy equipment and heavy tools including axes, picks, snow-shovels, tampers, chain saws, gas powered hedge trimmers, backpack blowers; operating weight-handling devices. Possessing knowledge of state, local, and federal safety regulations to operate equipment. Work Schedule: Monday thru Friday 7:30 am - 3:30 pm Position Description Title/PD#: Laborer/PD13064A Physical Requirements and Working Conditions: This position requires the incumbent to push and lift items weighing more than 100-lbs daily. These items will be lifted with assistance from other co-workers. Most of the work required for this position involves twisting, climbing, crawling, lifting, bending, crouching, leaning, stretching, sitting, standing, stooping, and carrying up and down stairs and on irregular terrain in extreme temperatures from -20- degree wind chills to 120-degree heat index. Safety equipment is available and will be issued to the incumbent to minimize the possibility of injury. A majority of the incumbent's work-related duties will be performed outside. The employee is subject to environmental discomforts including heat, rain, cold, mud, wind, dirt, and dust, wind chill factors down to -20 and heat indexes in excess of 120. Most work is performed on irregular terrain. The incumbent's work is performed in areas where pesticides, insecticides, and fertilizers have been applied. He/ She may be exposed to unpleasant odors and discarded bio waste including blood and human body parts. Personal protective equipment and safety equipment is available for the incumbent.
