One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Performing expert-level analysis and support for financial or accounting systems; compiling financial management business processes from various sources to ensure their accuracy and efficiency as it pertains to financial legislation and operational policies, procedures and regulations surrounding automated financial or accounting systems; working on complex system change projects; AND serving as a senior project manager for complex financial or accounting systems projects; providing expert-level oversight and analysis for financial or accounting systems projects during the entire project life cycle, including planning, development, execution, and evaluation of project performance using established qualitative and quantitative tools, techniques, or practices. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Serves as a Financial Systems Project Manager for the Defense Civilian Pay System (DCPS) Information and Technology (IT) Directorate.
Responsible for management and operational control over the most challenging and complex finance and accounting systems projects in the Agency.
Apply knowledge of financial management systems development life cycle planning to oversee system design, test and implementation requirements.
Develops and employs tools and methods to track progress throughout the life cycle of a project and ensure schedules and objectives are accomplished according to milestones.
Uses managerial techniques and quantitative analysis to monitor work in progress and evaluate the status and progress of work.
Provides regular feedback to DFAS and DoD leadership and stakeholders through appropriate reports, meetings, briefings and information papers both formally and informally.
