Job Description:
You will serve as a HUMAN RESOURCES SPECIALIST in the TOTAL FORCE HUMAN RESOURCES AND MANPOWER DIVISION of BUREAU OF NAVAL PERSONNEL. Salary for the GS-09 position is: $61,111 through $79,443. Salary for the GS-11 position is: $73,939 through $96,116.
For the GS-11 level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provide guidance and assistance to management and employees on human resources issues 2) Advise management on position management principles; 3) Provide a wide range of staffing duties include providing advice and guidance to manager on appropriate recruitment sources, hiring flexibilities, and methods; 4) Provide customer service to managers and employees; 5) Apply effective application of salary and wage directives. For the GS-09 level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. You will provide comprehensive human resources management advisory and technical services for assigned organizations.
You will provide advice and assistance to staff, supervisors, and employees on the interpretation of guidance and application of program requirements.
You will analyze documentation to make decisions that may involve issues such as credibility of service in difficult cases, validity of benefits and pay under applicable federal and state laws or unusual technical difficulties.
You will provide technical advice on alternatives, flexibilities and appropriate use of leave issues such as Sick Leave for Family Care and Bereavement, compensatory time, leave without pay, absence without leave and military leave.
You will disseminate employee pay information to managers and employees.
