Job Description:

Who may apply: Current permanent DFAS employees in the competitive service.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Serving as a senior expert and consultant to top agency management officials to advise on integrating Civilian Pay programs, processes and systems; providing advice and consultation on the full range of Civilian Pay activities; and making recommendations that impact the development of agency-level financial management policies and procedures. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-14 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Serves as the principal Civilian Pay advisor and assistant to the Enterprise Solutions and Standards Director of Finance Standards and Customer Service responsible for implementation of policies related to accounting and finance operations.
Participates in management planning, policy and decision-making sessions regarding legislative changes, technological improvements, and changes in governmental policies and procedures involving important Civilian Pay issues.
Reviews and approves budget estimates and financial plans prepared by subordinate staff members.
Ensures that DFAS programs and policies are implemented in accordance with Agency goals and objectives, and are consistent with management objectives of the DFAS Director.
Performs the full range of personnel duties associated with supervision and management such as, performance appraisal, leave approval, training, position management, time and attendance reporting, etc.
Manages, plans, implements, monitors, evaluates, and operates the ESS Civilian Pay program.
