This RESOURCE MANAGER is located in ARNG Construction and Facilities Management Office (CFMO), Resource Management Branch and is part of the CA JFHQ Facilities.
RESOURCE MANAGER, GS-0501-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, in: providing expert guidance in the development and preparation of budget submissions, execution and closeout; ensuring regulatory and procedural compliance with federal, state, and local regulations; serving as a principal advisor to the Construction and Facilities Management Office (CFMO) regarding resource management; experience in managing the function of the work to be performed; experience which includes leading, directing, and assigning work of personnel Your resume must have complete information: Please ensure your resume accurately reflects the duties and responsibilities under each position you have held with each employer. THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the RESOURCE MANAGER, GS-0501-12, is to accomplish management and financial administration of programs under the control of the CFMO. Supervises the work of the function. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Maintains liaison with Federal, state and local budget activities and conducts multi-level coordination with, but not limited to, USPFO, NGB, state, Federal, local, and private officials. Ensures identification of budget requirements and approves final submissions of financial plans and budget requests. Provides expert guidance in the development and preparation of budget submissions, execution and closeout. Develops internal controls and monitors programs to ensure state priorities and mission objectives are achieved. Oversees and performs program analysis, including planning, programming, budgeting, funds allocation, procurement, accounts management, internal controls, and reporting. Coordinates project funding and approves special project funding requests. Compiles fiscal funding reports; and advises the CFMO, applicable USPFO personnel/specialists, and state personnel of funding status and projected funding availability via briefings and/or written updates. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance.
