Bachelor's degree in Business or a related field appropriate to the work of the position and five years of experience in the occupation, or a related field or work area, or an appropriate combination of education and experience which demonstrates possession of knowledge and skill equivalent to that gained in the above, or appropriate experience which demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Expert knowledge and seasoned experience which demonstrates skill to plan, manage, and lead the execution of Marine Corps Exchange Program, MCX 24 Operations and other retail activities as directed. Knowledge of military command structure, missions, and organizational relationships. Broad knowledge of marketing, personnel management, retailing, customer service requirements, and construction management. Excellent oral and written communication skills. Knowledge of acquisition and management processes. This position is designated as Position of Trust, and the incumbent must be eligible for a background check. Appointment and continued employment is subject to a favorable Access National Agency Check (ANACI) with Inquiries. The incumbent of the position participates substantially through decision or exercise of significant judgment in taking official action for: contracting or procurement, administering or monitoring federally conferred financial or operational benefits, regulating or auditing a non-federal entity, or other activities in which final decision making or action may have a direct and substantial economic impact on the interests of the organization. The incumbent is required to file an annual Confidential Financial Disclosure Form OGE 450 to avoid conflict of interest or to carry out the purpose of any statute, executive order, or regulation applicable to or administered by the employee.
Serves as Business Operations and Service Director, Marine Corps Community Services (MCCS) South Carolina. Reporting to the MCCS Director and Deputy Director, the incumbent serves as the principal advisor for leading and managing Retail Activities, Recruit Sales, MCX 24 Operations and other retail activities as directed aboard MCRD Parris Island and MCAS Beaufort. Plans, manages, and leads the Director's programs by implementing program policy, procedures, and metrics to ensure programs meet criteria established by headquarters and local command. Evaluates and formulates recommendations to enable improved program functionality, methodology, and quality of products and services. Provides direction on strategy, design, development, and modification of plans to improve integration, flow and effectiveness of retail operations. Directs revenue generating business strategies and translates into organization action. Ensures resource allocation and facility sustainment strategies. Ensures appropriate inspection and performance management. Continuously analyzes operations for improvement and program optimization. Cultivates and maintains cooperative working relationships with MCCS management and base directorates to promote project activities which require negotiation and collaboration with representatives inside and outside the organization and local community. Addresses administrative, technical, logistical, and protocol aspects of functions, projects, programs, and events from initial conception through completion and evaluates to ensure efficient and effective overall operation, cost effective procurement methods, effective use of technology and a robust communication strategy for complex high visibility plans which significantly affect the overall support for the base. Provides expert advice and direction on appropriate products or services for customers. Serves as an authority to allocate, adjust, administer, and monitor the operating and capital budget for the division. Approves cost centers, monitors expenses, and ensures budgetary objectives are met. Presents financial briefs and reports to the Director, Deputy Director and Chief Financial Officer and serves as primary point of contact on budget concerns and variances for the division. Supervises full performance level NFS, NF4 and NF3 employees and assigned active duty Marines directly and indirectly to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, approving time, training employees, keeping ahead of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action, serving as final authority for human resources controversies, being responsive to human capital strategic plans, succession management initiatives, and civilian leader development. Provides World Class Customer Service with an emphasis on professionalism and courtesy. Models effective communication in a professional manner by investigating issues, conflicts and problems to provide resolution in a timely manner. Over sees continuous monitoring of the satisfaction of the quality of goods and services. Ensures employees observe established standards to actively supporting the principles of the EEO program and prevention of sexual harassment and promptly addresses questionable situations.
