This position is located in Defense Information Systems Agency, Defense Information Technology Contracting Organization - National Capital Region (DITCO-NCR).
Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. Basic Education Standards for positions in the 1102 series: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. All applicants must provide a copy of their transcripts. Failure to provide this information will result in disqualification. Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current DoD employees or Armed Forces members, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees). Basic Qualification Requirements for Contracting Officer Positions: In addition to meeting the basic educational requirement as well as the requirements above, applicants must have: 1) Have at least two years of experience in contracting positions; AND 2) Have completed (or willing to complete) all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard. Specialized Experience: For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service, is required. Specialized experience is defined as providing technical guidance in acquisition planning, developing acquisition packages, negotiating, awarding, administering and assessing contract performance while ensuring procurement policies or regulations compliance and improving organizational and mission effectiveness. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Competencies:Acquisition Strategy, Administration and Management, Contracting/Procurement, Influencing/Negotiating, and Leading People Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.
As Team Lead, serves as intermediary between the team and upper management. Articulates assignments, plans subordinate work, trains or arranges training, provides input to the supervisor on performance management and personnel administration.
Plans, develops, and establishes the contract strategy for the overall acquisition program.
Serves as negotiation Team Leader and spokesperson for the Government during complex contract negotiations.
Directs/performs the full range of contract administration; provides direction for solving the extremely complex technical problems associated with the analysis and evaluation of complex administration issues.
Serves as technical authority and subject matter expert in all aspects of cradle-to-grave contracting, to include acquisition planning, solicitation, evaluation, award, post-award administration and contract closeout.
