The USDA Animal and Plant Health Inspection Service (APHIS) plays a vital role in ensuring the free flow of agricultural trade by keeping U.S. agricultural industries free from pests and diseases. This Supervisory Veterinary Medical Officer position supports the agency response to New World Screwworm (NWS).
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: Must meet the Basic Requirement(s) outlined in the Education section below. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Organizing scientific materials for promulgating or amending existing policies, preparing reports and recommendations, and compiling written materials such as memo and briefing materials relevant to the import and export of animal by-products and/or prevention of the introduction of diseases or pests into livestock. Providing direction and leadership in determining the need for the development/modification of regulations relevant to the import and export of animal by-products and/or prevention of the introduction of diseases or pests into livestock. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: This position requires specific coursework or a degree in a specific field to be basically qualified. You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The duties may include, but are not limited to:
Analyze information related to technical and logistical challenges to import or export issues.
Provide guidance to other staff members on standards and protocols for communicating important veterinary and regulatory concepts.
Supervises day-to-day operations, which includes development of import protocols; development and negotiation of export protocols; evaluation of waivers/variances requests; development and/or modification of import/export regulations.
Review and evaluation require specific knowledge of a country's specific animal health issues; in-depth knowledge of epidemiology of animal disease; and specific regulatory issues.
Provides leadership in developing policies and procedures pertaining to the implementation of APHIS procedures and policies relevant to the import and export of animal by-products.
