Job Description:
The purpose of this position is to provide advice and assistance to potential applicants, employees and managers/supervisors. Will complete a full range of human resource duties in support of programs in the Fleet and Family Readiness division. Position requires use of office automation systems to prepare routine documents and reports. The position can be filled at either an NF-02 or NF-03 level.

A qualified candidate must possess: A qualified candidate possess the following: Knowledge and skill in applying a standardized body of Human Resource rules, regulations, procedures and operations concerning civilian personnel procedures, requirements and terminology to provide support to management as well as current and/or potential employees. A minimum of 1 year experience at a lower level is required. 2 or more years of experience in Human Resources is preferred. Must have knowledge of basic office filing procedures. Able to read and interpret basic human resource policies, process charts, operating manuals and instructions to successfully complete day to day operations within the HR office. Must be able to make decisions, resolve problems, find and correct discrepancies based on the interpretation of HR polices and instructions. Must be proficient with computers, have the ability to run basic reports, keep word documents, and/or spreadsheets to assist with tracking HR functions when necessary. Must be able to speak clearly to explain processes and/or procedures to internal customers and external customers.
At the NF-02 level, duties will be performed in a developmental capacity for the purpose of training to perform more complex responsibilities and duties. The incumbent will be trained to perform assignments that are routine and procedural. The work will be closely supervised and reviewed often. If selected for NF-02 level, a non-competitive promotion to the target, NF-03 level, may be permitted provided the incumbent meets sufficient knowledge and qualification requirements for promotion, and is performing the full scope of the major duties and responsibilities of the target level. The expectation is that the knowledge needed for the promotion will be gained no earlier than six months and no later than one year from first day of employment. Performs administrative and technical support work in a variety of personnel functions. Processes a full range of personnel actions for craft and trade and pay band non-appropriated fund (NAF) employees involving a variety of occupations. Examines request for personnel actions, verifies all entries by performing a procedural and technical review of the proposed actions to assure correctness of entries and cited authority. Conducts new appointments using USA Staffing by communicating with selectees to obtain correctly completed documents such as health benefits registration, life insurance, designation of beneficiary, clearance and investigation data and I-9 information. Tracks and flags items for due dates for various types of personnel actions that includes but is not limited to within grade increase, conversions, performance appraisals, expiration date of temporary appointment, salary retention period. Will utilize the HRIS system to run reports to verify that flagged items are completed. Processes Requests for Personnel Actions (SF-52s) ensuring supporting documents are complete and attached to SF-52 (e.g. job descriptions, set of duties, etc.). Creates position announcements in, reviews applications/resumes and provides qualified applicants to the hiring manager via USA Staffing. Helps employees, applicants and management on applicable day-to-day procedures, instructions and regulations. Provides information on status of personnel actions to operating officials. Works closely with all levels of personnel within the FFR to ensure program support is a priority. Establishes, monitors and maintains Official Personnel Folders (OPF's) by creating, auditing and purging files in accordance with established instructions. Will input new hire/rehire information, separations, Changes in Position, update employee addresses, print Personnel Action Reports (PAR) using the current HRIS system. Will file all actions in OPF as required. Performs other related duties as assigned.
