Job Description:

You will serve as a Contract Specialist in the Contracts Department of Naval Undersea Warfare Center Division Keyport (NAVUNSEAWARCENDIV KEYPORT WA).
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience: For GS-12: at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional contractor applying knowledge of the FAR, DFARS, NMCARS, and related acquisition instructions and guidance; managing an extensive range of procurement vehicles, including cost plus fixed fee, time and materials, fixed price, fixed price incentive, commercial, and non-commercial; handling all phases of the procurement cycle from acquisition planning to post-award administration; and performing in-depth cost analysis, economic forecasting techniques, and evaluation of subcontractor data for major engineering services and complex projects with limited competition or unique requirements. For GS-11: at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional contractor applying knowledge of the FAR, DFARS, NMCARS, and related acquisition instructions and guidance; managing a range of procurement vehicles, including cost plus fixed fee, time and materials, fixed price, and non-commercial; handling all phases of the procurement cycle from acquisition planning to post-award administration; and conducting trade-off analysis and subcontractor evaluations for projects involving critical materials or services. You will be responsible for for the pre-award and/or post-award functions for a variety of supply and service contracts.
You will determine the most appropriate method of procurement and prepare pertinent solicitation documents and justifications.
You will evaluate the need for and impact of amendments to solicitations.
You will implement acquisition reform techniques such as commercial contracting, market surveys, draft request for proposals, oral presentations, and evaluate past performance.
You will perform detailed analysis of bids or proposals submitted.
You will analyze price and complex cost data as necessary, utilizing cost analysis information provided by Defense Contract Audit Agency auditors, full field pricing reviews, and other technical personnel.
You will perform trade-off analysis in complex best value source selections, considering multiple factors such as cost, technical, and past performance.
You will have thorough knowledge of the Federal Acquisition Regulation (FAR, Defense Federal Acquisition Regulation Supplement (DFARS), Navy Marine Corps Acquisition Regulation Supplement (NMCARS), and Navy implementing directives.
