This vacancy is for a GS-0203-7/8, Lead Human Resources Assistant located in the Department of Homeland Security, U.S. Coast Guard, HUMAN RESOURCES SERVICE CENTER SOUTHEAST. To qualify at the GS-07 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-06 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Processing a full range of personnel actions including accessions, promotions, reassignments, and separations using federal HR systems. Assigning and reviewing work of HR Assistants to ensure regulatory compliance and accuracy. Serving as a technical resource to resolve HR processing errors and complex system rejects. Coordinating HR programs such as health benefits, awards, or training initiatives. Communicating HR policy and procedures to employees and supervisors effectively. Training new staff and providing ongoing technical guidance on HR systems and processes. Education: 1 academic year of graduate level education in a field directly related which demonstrated the knowledge, skills, and abilities necessary to do the work of the position. OR A combination of experience as described in the job opportunity announcement and education. (You must submit a copy of your Transcripts) NOTE: Education can be substituted for experience at this grade level. Specialized experience must include the following: Leading or coordinating the work of other Human Resources Assistants in processing personnel and pay actions to ensure accuracy, timeliness, and regulatory compliance. Serving as a subject matter expert in one or more HR areas (e.g., awards, e-QIP, FEHB) by providing training and technical assistance to other staff. Troubleshooting complex system errors and rejected personnel actions and recommending corrective procedures to resolve recurring issues. Providing advisory services to employees and supervisors on HR policies, procedures, and documentation requirements. Independently managing projects and HR programs (e.g., TSP Open Season, tuition assistance) and communicating program requirements to stakeholders. NOTE: Education can not be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will serve as a Lead Human Resources Assistant and be responsible for providing administrative support to the Command Staff Advisors (CSA) in functions such as health benefits, classification and staffing issues. The Lead Human Resources Assistant will perform a full range of personnel duties and serves as a work advisor and technical resource to Human Resources Assistants in the South East Region. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Assigns work to HR Assistants based on region, workload, and priorities. Sets deadlines and monitors the status of HR cases across the region. Provides technical guidance and problem-solving support to HRAs. Reports team progress, performance, and needs to the supervisor.
