To qualify for a Supervisory Environmental Management Specialist, your resume and supporting documentation must support: A. Basic Requirement: 1. Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR 2. Combination of Education and Experience: Courses equivalent to a major as shown in #1 above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate fields. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with the skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Making decisions which significantly affect US Government and DoD policies and programs in the environmental management field by applying and implementing environmental laws and regulations. Resolving significant environmental problems that require new approaches and untried procedures through mastery of environmental management program principles, methods, and techniques. Managing two or more of the following Environmental functional areas: Installation Restoration, Environmental Compliance Auditing Program, Environmental Liabilities Program, major initiatives on Installation Resilience, Natural/Cultural resources, and overseas regulations. Developing and implementing complex environmental management program policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Provides supervisory control to subordinate divisions: Environmental Compliance; Installation Restoration; and Integrated Process Management.
Performs a wide range of professional, technical, administrative, and analytical duties associated with the formulation, justification, and execution of assigned Environmental Management Program areas.
Provides technical environmental support including support for the preparation of environmental documents under the National Environmental Policy Act (NEPA); ---
--- technical and engineering studies and analyses; environmental audits, technical assessments or other environmental reviews of regulated activities; policy guidance, procedures, and other written environmental direction.
Serves as expert in the planning and execution of Environmental Compliance, or Installation Restoration Program activities.
