Job Description:

You will serve as a SUPERVISORY PROGRAM MANAGER in the Naval Air Warfare Center, Aircraft Division (NAWCAD) contracts and associated programs supporting Naval Test Wing Atlantic (NTWL) of NAVTESTWINGLANT NWCF.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Directing a professional force of budget/financial analysts, management analysts, program analysts, engineers, program managers, contracting officer representatives (CORs) and administrative support personnel. 2.) Pre-solicitation activities include acquisition planning, market research, requirements definition and the Statement of Work (SOW) development. 3.) Plans work, sets priorities, and schedules work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. 4.) Manage organizational functions, processes, principles, methods and procedures used to gather, analyze, and evaluate information concerning branch operations. 5.) Management and supervision of personnel, including documenting performance objectives, rating personnel performance, disciplinary actions, and resolving disputes. You will work with the management including Senior Executive Service and/or Flag level personnel, for policy, priority and project plan development for the Flight Test Engineering Divisions, test squadrons, and the U.S. Naval Test Pilot School.
You will plan work, set priorities, and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work.
You will develop performance standards and evaluates employee performance.

You will analyze and evaluate channels of communication, operating procedures and recommends strategies for overall process improvement.
You will prepare detailed backup material to justify contract submissions and to support NTWL senior management’s presentation and defense of submissions at all review levels.
You will be responsible for the life cycle of contracts from the Statement of Work development, participation in contract award activities (i.e. source selection,) contract administration activities and contract close out.
