Job Description:
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. A bachelor's degree or higher from an accredited college or university. Certification. Candidates must meet one of the certification options below: Generalist certification as an MLS given by ASCP BOC or AMT. Generalist certification as an MT given by ASCP BOR or AMT. Categorical certification or Specialist certification by ASCP or AMT. Grade Determinations: Experience. 1 year of creditable experience equivalent to the next lower grade level is required for all GS-13 assignments. Supervisory Clinical Laboratory Scientist, GS-13: The CLS has full supervisory responsibility in a laboratory where at least three of the five following conditions are met outlined below Lab is a complexity level index group 1 or 2 based on the Hospital Complexity Level as designated in Office of Productivity, Efficiency, and Staffing (OPES) VHA Facility Complexity Model History. The laboratory performs at least one million standard billable tests annually (as reported to the Laboratory Management Index Program). The CLS supervises a staff of non-supervisory personnel including at least one GS-12 subordinate. Lack of on-site pathologist. Oversight of more than one laboratory specialty. Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs: Knowledge of professional clinical laboratory science principles, practices, concepts, and theories that support sound, independent work. Knowledge of laboratory quality control and quality assurance procedures and principles of performance improvement. Skill in informatics, laboratory data flow, and laboratory processes. Ability to maintain, troubleshoot, and repair instrumentation.(e)Ability to use independent technical judgment to analyze and interpret laboratory results. Ability to read, interpret, and apply complex written instructions. Ability to communicate, consult, and interact with other members of the health care team, external relations, customer service, and patient education. Preferred Experience: One-year creditable experience as a Clinical Laboratory Scientist at the GS 12 level or higher. Training past entry level Bachelors degree 5 years of experience reviewing quality control and troubleshooting instrumentation. 5 years of experience as Supervisor for any Laboratory Section assigning work, completing employee evaluations, and completing disciplinary actions. The location of the position is Pathology and Laboratory Medicine Service, VA North Texas Health Care System (VANTHCS), Dallas, Bonham, and Fort Worth Texas. Duties may include but are not limited to: Responsible for all aspects of operation in their area of specialty including preparation and maintenance of records and reports, analysis of testing methodologies, training, instrumentation, and compliance. Assesses work, recommends appointments, awards, advancement, and disciplinary actions of subordinate staff. Plans and assigns work based on priorities, adjusting staffing levels and work procedures to accommodate resource allocations made at the executive level. Ensures compliance with rules and regulations of assorted regulatory agencies such as CAP, TJC, AABB, OSHA, and the National Enforcement Office. Verifies orientation, training, and competency assessment of assigned staff. Establishes and monitors the quality of pre-analytical, analytical, and post-analytical processes, initiation corrective actions as need as part of the overall laboratory quality assurance/management program. Plans and implement performance and quality improvement projects that result in efficient laboratory operation. Serves as an expert providing authoritative advice and consultation for more markedly difficult, complex, unique, and/or emerging tests requiring special knowledge. Develops and updates technical policies and procedure manuals, maintaining proper document control. Investigate new equipment, instrumentation, and technologies for procurement and oversees the execution for new testing and instrumentation. Responsible for technical and administrative management of an assigned areas including budget execution to include adequate par levels for supplies. Interacts with administrative and clinical onsite personnel and exercises significant independent decision-making authority. Maintains effective interdisciplinary and interprofessional relations with other services to accomplish medical center goals. Develops performance standards, position descriptions, and functional statements.
