Job Description:
You will serve as a Procurement Analyst in the Contracting Department of NAVSUP FLC NORVA GF.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector demonstrating a mastery knowledge of procurement, contracting, and negotiation methods to ensure regulations and requirements are met for compliance. Specialized experience must include a majority of the following: 1) Directing and managing contract acquisition and oversight to include customer service, coordination, and liaison; 2) Developing and presenting point papers, briefs, reports, recommendations, and other items for direct presentation to senior officials; 3) Maintaining overarching responsibility for customer contract requirements, analyzing procurement trends, and facilitating development of programmatic acquisition strategies; 4) Designing and conducting a comprehensive corporate strategy for achieving desired outcomes through effective and efficient contracting and strategic sourcing for required services and material; 5) Determining and weighing alternate courses of action, considering short and long term implications; 6) Performing a full range of pre-award and post-award functions to include determining and weighing alternate courses of action, considering short and long term implications. You will serve as the resident expert in contracting issues, representing NAVSUP FLC and the Contracting Department on acquisition policies affecting the customer/mission.
You will direct and manage contract acquisition management and oversight, to include customer service, coordination and liaison between customer/mission partner and all contracting authorities.
You will project future requirements and coordinate with contracting department to plan, develop, and establish the strategy for implementation of an overall acquisition program.
You will design and conduct a comprehensive corporate strategy for achieving desired outcomes through effective and efficient contracting and strategic sourcing for required services/materials.
You will develop new ways to evaluate and measure contract performance, results, pricing, and effectiveness.
