Job Description:
This position is located within the Financial Operations Branch of the Budget and Finance Division. The Division is responsible for all financial aspects of the District of Columbia Courts and the duties of the Fiscal Officer outlined in Title 11, Section 1723(a)(2) of the D.C. Code. The position is responsible for planning, developing and implementing accounting functions involved in the monitoring, and disbursement of funds of the D.C. Courts.
MINIMUM QUALIFICATIONS: A high school diploma or G.E.D plus seven (7) years of financial services experience which will include at least three (3) years of experience in entering, modifying, tracking, and analyzing information in computer accounting and digital accounting and digital record keeping systems. Preferred education and experience: Bachelor’s degree in business, accounting, or a related field that includes a minimum of 24 college credit hours in accounting plus three (3) years of experience in entering, modifying, tracking, and analyzing information in computer accounting and digital record keeping systems. Experience using both manual and electronic payment systems. Experience interpreting data and drafting narrative reports for managers. Familiarity with basic operations management and knowledge of travel regulations and techniques. BRIEF DESCRIPTION OF DUTIES: Develops, implements and monitors the automated processes and procedures used to record and track the status of payments. Trains employees in accounting techniques and controls, ensuring that all employees are kept informed of new regulations and procedures regarding financial matters. Implements operating methods to ensure compliance with D.C. Court and Federal policies in committing funds for obligations and disbursements. Monitors accounting events and workflows to ensure timely occurrence and completion. Performs reviews and analyses to prepare special reports relating to the monitoring, disbursement and reporting of funds. Investigates, resolves and reports on areas of discrepancy within business processes and automated systems. Develops and implements internal controls to ensure the proper reporting of expenditures as well as safeguard assets and official documents. Creates formal reports and presentations using graphs, charts, and tables to share the results of statistical analyses. Evaluates sources of information in order to determine any limitations in terms of completeness, reliability, or usability. Addresses customer questions and concerns through proper customer service techniques and research.
