Job Description:

You will serve as a Facilities Sustainment Engineering Program Manager in the Public Works Directorate of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND PACIFIC.
Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working knowledge of facilities management, maintenance, inspection, planning, acquisition, and contracting processes; 2) Utilizing engineering practices, techniques, and equipment to solve problems with facility mechanical/electrical systems e.g., commercial/industrial HVAC, boiler, UPV, and elevator systems; 3) Reviewing and checking designs, procedures, and submittals prepared by others such as Architect/Engineers, other engineers, vendors, equipment manufacturers, contractors, or other agencies to ensure that products adhere to scope of work, completeness, functional design, sound engineering practice, and compliance with applicable codes and criteria; 4) Communicating effectively both orally and in writing; 5) Developing, displaying and communicating analysis with spreadsheets, Power Point presentations and well written documents; 6) Working with data and data analytics, recognize and analyze problems, conduct research, make rational assessments, summarize results, make appropriate recommendations and present coherent and persuasive recommendations based on sound, defensible rationale; and 7) Leading, organizing and coordinating special study teams with members from different organizations, commands, and business lines. You will be responsible for management of operations and recurring maintenance programs for the physical structures maintained by NAVFAC.
You will ensure that products adhere to scope of work, completeness, functional design, sound engineering practice, and compliance with applicable codes and criteria.
You will develop or revise NAVFAC facility maintenance and repair policies to ensure optimal service life and effective operation with a focus on Heating Ventilation and Air Conditioning, and direct digital control/facility related control systems.
You will identify resources (e.g., personnel, funding, equipment, facilities) required to support various levels of program operations.
You will develop and provide various levels of training and information for the Public Works Facility Sustainment program.
