Specialized Experience: One year of specialized experience for GS-0301-11 level positions, which includes knowledge of a wide range of aviation operations concepts, principles, policies, regulations, and procedures and a comprehensive knowledge of Aviation Resource Management System (ARMS) support programs, concepts, practices, and requirements. Knowledge of ARMS, its associated programs, and interface requirements. Knowledge of aviation service eligibility, aircrew rating requirements, aircrew AF and ARC flight incentive pay requirements, conditional incentive pay requirements in relationship to reserve status codes, active/inactive reserve status. Knowledge, skill and ability to prepare, establish, and direct formal evaluation boards for the purpose of reviewing, determining and establishing temporary and permanent aviation service actions. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service. NOTE: You must submit a copy of official transcripts. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of aviation resource principles, policies, and procedures and a comprehensive knowledge of Aviation Resource Management System (ARMS) support programs, concepts, practices, and requirements. Knowledge of ARMS, Patriot Excalibur, Global Decision Support System, its associated programs and interface requirements. Knowledge, skill and ability to prepare, establish, and direct formal evaluation boards for the purpose of reviewing, determining and establishing temporary and permanent aviation service actions. Knowledge of aviation service eligibility, aircrew rating requirements, aircrew incentive pay requirements, conditional incentive pay requirements in relationship to reserve status codes, the AFRC incentive pay and AFTP/AGTP programs. Knowledge of the mission, organization, programs, functions, operational concept and command relationships of active and classic association, TFI and AFSOC AvFID, NSAV, RPA, FTU platforms. Skill and knowledge in applying analytical and investigative techniques to identify and measure the effectiveness, efficiency, productivity and resolution of program related issues or problems. Knowledge, skill and ability to prepare and present project/staff reports, conduct training, and deliver briefings to senior staff and management personnel at all levels, as well as, reserve and active duty personnel. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in UTAs. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform Temporary Duty Assignments (TDY). Position requires the incumbent to have Advanced, Aviation Resource Management certification and to successfully complete recertification testing IAW AF requirements. Position requires the incumbent to obtain and maintain the designated security clearance for this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. The primary purpose of this position is: as an enlisted Air Reserve Technician (ART) to serve as the Wing Functional Manager for Aviation Resource Management (ARM) and serve both as an extension of and liaison to the MAJCOM for the active & classic association, AFSOC Aviation Foreign Internal Defense (AvFID), Non-Standard Aviation Fleet (NSAV), Remote Piloted Aircraft (RPA), Formal Training Unit (FTU), and Total Force Integration (TFI) initiatives concerning aviation resource related issues. DUTY 1: Directs, manages and maintains oversight of all Wing ARM activities for a multiple squadron wing, twenty plus ARM managers and over two hundred aircrew through active & classic associate, AvFID, NSAV, RPA, FTU, or Total Force Integration (TFI) program. Duty 2: Provides oversight to the determination and validation of aviation resource management requirements by squadron ARM specialists for prospective active duty, prior and inter-service aircrew candidates in the active/classic associate, AvFID, NSAV, RPA, FTU and TFI programs, analyzes unique or unusual situations on a case-by-case basis, providing advice and recommendations to flying Operations Group Commander on these unusual or one-of-a-kind cases. DUTY 3: Provides technical guidance and expertise to inquiries from other agencies, functions or individuals, interprets instructions, directives, and operating procedures in response to inquiries.
