Job Description:

Chief Executive Officer-Clinton S.U. which consists of (3) ambulatory care facilities in the communities of Clinton, El Reno and Watonga in western OK. Provides health services to eligible American Indian/Alaska Native beneficiaries through direct patient care or by referral to qualified outside service providers. Supervises the Performance Improvement Officer, Chief Nurse Executive, Clinical Director, Administrative Officer and Facility Unit Director. Reports to Director Field Operations, OCAO.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. MINIMUM QUALIFICATIONS: GS-15: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-14 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Working as a health care team member who was responsible for managing activities within a health care delivery system. Duties may have included planning, implementing, and evaluating short and long range goals; establishing and maintaining systems to meet internal and external quality standards; preparing and presenting budgets and operational plans; and being accountable for appropriate obligation of funds. SELECTIVE FACTOR: I have experience in successfully supervising medical, dental, behavioral health, and ancillary services professional staff and in managing a hospital program or free-standing ambulatory health care clinic. You must meet the selective factor in order to be eligible. Supervisory Abilities:This is a supervisory position and candidates, in addition to the professional qualifications listed, must have demonstrated in their work experience or training, that they possess, or have potential to develop, the qualities of successful supervision, as required for this position. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
Incumbent has the responsibility and full accountability for managing all activities within the service unit's health care delivery system Incumbent establishes and maintains systems to assure that facilities meet or exceed internal and external quality standards Provides overall leadership and direction for all professional and support staff within the service unit Supervises the Facility Unit Director for the El Reno and Watonga facilities, the Clinical Director, Chief Nurse Executive and Administrative Officer Responsible for the preparation and presentation of budgets, operational plans and progress reports required to meet management objectives set in place by higher organization levels Directs and manages the Purchased and Referred Care (PRC) program and based on availability of funds patients are referred to outside providers
