Job Description:

You will serve as a IT SPECIALIST (PLCYPLN) in the DEPARTMENT OF THE NAVY/SPAWAR SYSTEMS COMMAND of NAVWARSYSCEN PACIFIC SAN DIEGO CA. This is a RE-ADVERTISEMENT of Announcement Number: ST-12771747-25-KMS. Applicants that have previously applied NEED to re-apply to this announcement.
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Review project management plans, POA&Ms, work plan, schedule, budget, AIT contractor performance, quality assurance, communications, contracts, material management, and procurement. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Act as the primary advisor or consultant for complex projects to the customers including the Naval Supervising Authorities and Program Sponsors related to their business operations of naval modernization and repair activities. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Develop briefs and communicate verbally and in writing with internal and external stakeholders up to the customer level, including ship's Commanding Officers, senior military, civilian management, and fleet type commanders. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Monitor all execution team activities throughout, maintaining awareness of availability status, problems confronted, and courses of action taken through periodic management meetings, reports, and direct/indirect management of the project team providing input to the team, recognize and correct potential problems of a technical, material and fiscal nature through monitoring the total effort. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band NO-03 in the federal service or equivalent experience in the private or public sector providing detailed instructions and resolution to installation problems associated with Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) installations and upgrades; managing installation processes and resources; drafting installation procedures; and providing leadership to engineers, technicians, and IT specialists in planning, distributing, coordinating, and monitoring work assignments of others. You will manage and delegate resources to execute complex projects; working with the Execution Lead, provide recommendations for improved resource management at the project level.
You will support and apply rigorous security while performing complex tasks with multiple dependencies, including installation planning activities, etc.
You will monitor all execution team activities throughout, maintaining awareness of availability status, problems confronted, and courses of action taken through periodic management meetings.
You will develop briefs and communicate verbally and in writing with internal and external stakeholders up to the customer level, including ship's Commanding Officers, fleet type commanders, flag officers and SES personnel.
You will use discretion and independent judgment to continuously assess, recommend alternatives to complex installation issues and interpret project status, maintain schedule, plan and execute risk mitigation efforts.
You will conduct daily shipboard safety inspections and makes on-the-spot recommendations to correct unsatisfactory and unsafe conditions.
