MINIMUM QUALIFICATIONS: A minimum of four years of progressively responsible administrative experience that demonstrates the ability to plan, develop, manage, and oversee complex administrative programs and daily operations in support of senior level leadership. Experience must include providing management-level advice, coordinating logistical and administrative support for division/directorate-level staff (or equivalent), and ensuring compliance with applicable regulations and procedures. Two years of experience drafting official naval correspondence in accordance with SECNAV or DoD guidelines is preferred. Proficiency with Microsoft Office Suite, and strong communication, analytical, and organizational skills are required. Must be able to work independently, manage competing priorities, and interact effectively with personnel at all levels. Familiarity with Marine Corps administrative protocols and systems, including ETMS2 and the Defense Travel System (DTS), is preferred.
MAJOR DUTIES: Serves as the Administrative Officer and primary point of contact on administrative functions for the Executive Division within Marine Corps Community Services Twentynine Palms, CA (TWM). Coordinates daily operations and administrative functions on behalf of the Director and Deputy Director. Oversees Division level administrative functions and coaches TWM personnel on completion of efforts. Plans, develops, manages and controls various administrative programs for the daily operations and ensures regulatory compliance with rules and regulations. Provides direction on administrative operational issues; and delegates and completes administrative tasks within the Division. Communicates with Division administrators, staff, and outside organizations to coordinate various requirements for the Division. Formulates and develops training, policies, and procedures for office management. Coordinates with Division leadership on responsible administrative efforts, and communicates with representatives from Directorates, Branches and Sections within the organization to complete work. Identifies internal and external resources needed to accomplish specific tasks. Reviews data and prepares short-range estimate of projected costs. Monitors Division administrative processes, ensuring effective operations while developing accountability through process management. Utilizes management information tools, business analytics, metrics, and business information systems to analyze reports, identify trends, and recommend necessary adjustments for the efficient operations of the Division. Participates in resolving a variety of administrative and operational problems by assembling facts, evaluating information, and drafting reports that may be used as the basis for recommendations, interpretation, and decisions by higher-level management officials. Collects and assembles statistical data. May assist in conducting studies and analyses, and compiles, collects and coordinates data for reports. May conduct studies and analyses of irregularities and deficiencies. May represent staff level personnel at meetings and conferences. Responsible for records management and file administration for various subject matter. May serve as an action officer in conducting a variety of administrative information flow studies, work processes, reviews and improvement studies to provide management with recommendations for optimum utilization of available resources. May prepare reports and information for presentations. Assists in establishing internal procedures to secure control in meeting deadlines, progress reports and directives. Works with all echelons of personnel to provide technical guidance and directions. Utilizes knowledge and understanding of management principles, practices, methods and techniques to perform work. Interprets regulatory directives and procedures. Acts as a primary administrative point of contact for planning and directing implementation of required regulations. May prepare instructions and local operating procedures for implementation of regulations and follow up to ensure compliance with instructions.
