About the position: This position is Non-appropriated Fund (NAF) and will be assigned to the Outdoor Recreation Center on Joint Base Elmendorf-Richardson, AK. Regular Full-Time employees have a regular and continuous work schedule of at least 35 hours to a maximum of 40 hours per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application. Qualifying Experience: Knowledge of procedures for developing and executing NAF or APF budgets for large Outdoor Recreation programs. Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional or other recreational programs. Experience supervising support staff in outdoor recreation programs and managing a recreation facility. Must have progressively responsible experience in a recreation program activity, which has involved recreation work. Must be physically able to frequently lift, handle, and carry objects weighing up to 40 pounds, and with assistance, objects up to and over 50 pounds. Satisfactory completion of pre-employment physical is required. Must satisfactorily complete a Tier One National Background Check. Must possess a valid state driver's license. Must be able to pass a drug test. This position is covered by the Domestic Violence Misdemeanor (30 Sept 96) of the gun control act (Lautenberg Amendment) of 1968.
Under the direction of the Outdoor Recreation (ODR) Director, provide direct oversight and support to revenue generating (or Category C) activities that fall under the Joint Base Elmendorf-Richardson (JBER) Outdoor Recreation Program. In the absence of the ODR Director, assume full supervision over the entire ODR program. Develop strategic plans and initiatives to improve operations of subordinate activities. Establishes metrics and analysis for the successful operation of ODR activities. Structure work assignments to ensure that organizational priorities are being met. Assist in budget preparation and financial analysis of ODR programs. Ensure necessary resources for functional programs are documented and maintained. Establish and implement recommended fee changes and adjustments. Maintain oversight of all NAF & Appropriated (APF) property assigned to subordinate activities. Monitors and maintains internal control over petty cash funds, ensuring proper security, storage, and use. Provides both direct and indirect support of Squadron level Base Wide Events. Works with subordinate managers to build marketing plans. Responsible for initiating and monitoring the progress of NAF construction, renovation, and improvement projects. Ensure that all required workforce training and qualifications are completed by subordinate employees. Driving a government vehicle (GOV) between ODR facilities located on JBER for routine program oversite and review. Conduct regular program assessment and route findings to Flight leadership. Develops performance standards and expectations for subordinate employees. Holds employees responsible for the timely and satisfactory completion of assigned tasks. Initiate corrective action to alleviate disciplinary issues. Periodically reviews position descriptions of subordinate employees to ensure accuracy, and the effective utilization of personnel. Maintains ongoing communication with Base support agencies such as Civil Engineer Squadron (CES), Safety, Health Officials, as well as off base government agencies. Performs other duties as assigned.
