Job Description:

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACTING DIVISION of NAVFAC SOUTHWEST, Facilities Engineering and Acquisition Division, El Centro, CA.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing pre-award functions for procurements involving complex contracts of highly specialized, extensive, new or innovative equipment systems, research, facilities construction and services of significant importance to the agency; 2) Providing guidance and interpretation to lower level employees on procurement regulations, policies, and procedures; 3) Negotiating changes in prices, terms and conditions; 4) Reviewing and preparing price negotiation memoranda and business clearance memoranda; and 5) Ensures all actions are in accordance with all applicable policies, procedures, and regulations. You will assign work to junior employees based on priorities, difficulty of assignments, or the capabilities of employees.
You will conduct pre-negotiation conferences to negotiate prices, terms, conditions, contract modifications, and settlements.
You will advise requestors on the use of cost and fixed-price contracting during pre-solicitation of contracts.
You will direct a full range of procurement pre-award and post-awards functions to include drafting and issuing solicitations, negotiations, source selection, contract award, contract modifications and contract closeout.
