Job Description:

You will serve as a Financial Management Analyst in the Financial Improvement and Audit Readiness (FIAR) Branch of OPERATIONAL SUPPORT FACILITY. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating the operational design and effectiveness of accounting internal controls, developing and implementing fiscal corrective actions, and providing recommendations on improving the effectiveness and efficiency of financial operations. You will develop a supportable strategy and plan, for the achievement of Chief Financial Officers Act (CFO) compliancy.
You will improve financial management by improving internal controls and resolve identified weaknesses to ensure timely, accurate, reliable and complete financial reporting.
You will perform systems testing and internal review on all business segments and provide recommended corrective action with the goal of sustaining audit readiness.
You will assess management's development and maintenance of effective internal control guidelines in accordance with OMB Circular A-123, Managements Responsibility for Internal Control.
You will review, evaluate, and update the Department of Navy's Business Process Standardization processes for different business segments.
You will respond to inquiries by the Independent Public Accountant or other external auditor with regards to process and supporting documentation.
You will provide a wide range of oral and written presentations and reports to high-level military and civilian officials.
You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities.
You will serve as a project leader on highly complex reviews to assess compliance, efficiency, and effectiveness of programs.
