You will serve as a Supervisory Engineering Technician in the Test and Work Control Engineering Division, Code 246, of PSNS and IMF. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing technical engineering and administrative support to manage the planning, development, and certification of Hull, Mechanical, and Electrical test programs of submarines or surface ships. You will be responsible for the technical planning and certification of Hull, Mechanical, and Electrical test program related to work accomplished by the Shipyard.
You will plan the work to be accomplished by subordinates in the planning effort of projects, set priorities and schedules for the work in the administrative planning of Hull, Mechanical, and Electrical testing of Submarines or Surface Ships.
You will assign work to subordinates based on priorities and considering the experience required and capabilities of the assigned employees.
You will evaluate work performance of subordinate and give advice or instruction to employees on both work and administrative matters.
You will hear and resolve employees' complaints and concerns and refer group grievances and more serious unresolved complaints to the division manager.
You will review, approve and/or take effective disciplinary measures at the Branch level with warnings and written letters of reprimand and for more serious cases, provides recommended actions to the Division Manager.
You will implement process improvement to increase quality of the products delivered and assist with lean initiatives.
You will resolve and make decisions on work problems and recommended actions presented by subordinate team leaders.
You will work with subordinate employees in developing performance plans, provide ratings per the rating process, and monitor and recommend within-grade increases, extensive overtime, and employee travel for assigned individuals.
You will be involved in the selection process and recommend selections for subordinate nonsupervisory positions such as work leader, responsible for coordinating the work of others, and similar positions.
You will recommend and award nonsupervisory personnel and changes in position classification, subject to approval the Division Manager or other higher-level officials.
You will direct training and development of assigned personnel to assure an effective coordinated and planned Hull, Mechanical, and Electrical test program.
You will ensure effective resolutions of Nuclear and Combat interface shipboard testing which involves coordination with the Nuclear Engineering Department and the Combat Systems Division.
You will coordinate with outside activities (i.e., NAVSEA, SUBMEPP, etc.) for questions regarding test requirements, often to resolve technical and administrative problems presented by subordinates
