To qualify for a Public Affairs Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Explaining signification issues to generally responsive groups or individuals interested in the activity's programs. Developing materials for print, broadcast, and online mediums, knowing which combination to use and when to increase communication with the activity's various publics. Determining and effectively using the most appropriate communication channels using all suitable tactics. Assessing public reaction and identifying the extent of understanding achieved to evaluate effectiveness of information programs. Using public affairs strategies, practices, principles, policies, methods and techniques to allow incumbent to modify standard methods and adapt approaches in developing new information materials to enhance understanding of targeted audiences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Collaborates with the chief, Public Affairs Branch in researching, planning implementing and evaluating the agency’s public affairs program.
Writes and executes communication plans using appropriate research methodologies.
Evaluates the impact and effectiveness of communication plans and advises management if efforts should be discontinued, changed, or expanded to improve communication between the organization and various audiences through media utilization.
Analyzes immediate and time-phased public information, public relations, and community relations needs to formulate activities to meet them.
Covers, assigns events, and writes or edits well researched technically and factually accurate stories for internal and external consumption.
Writes and edits articles to ensure consistency with mission, vision, policies, and procedures.
