In this position you will work as a member of the Office of Response and Recovery, Individual Assistance Division, Mass Care, Voluntary and Community Service Branch team. The ideal candidate for this position will have experience with Individual Assistance policy and procedures as they relate to voluntary, faith-based and community-based organizations, as well as excellent customer service and problem-solving skills to satisfy the needs of internal or external customers
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement. To qualify for this position at the GS-9 level, you must possess one full year of specialized experience equivalent to at least the GS-7 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Assisting with coordinating response efforts by gathering information and supporting communication with internal and external partners; AND Supporting donation management activities under the guidance of senior staff to support state, local, tribal, territorial, and non-governmental organizations during response and recovery; AND Contributing to the development of written summaries, draft reports, and talking points used by leadership for program updates and decision-making. OR Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR Combination of higher-level graduate education and experience when combined totals one full year. To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-9 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Coordinating responses for internal and external stakeholders to support timely and informed decision making; AND Managing donations and volunteer coordination with state, local, tribal, territorial and voluntary organizations to support disaster response and recovery efforts; AND Developing written reports and leadership talking points to communicate program updates and strategic recommendations. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR Combination of higher-level graduate education and experience when combined totals one full year. To qualify for this position at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. What will I do in this position if hired? In this position, you will serve as a senior Emergency Management Specialist providing advice to senior level staff and professional staff in FEMA headquarters and Regional Offices, as well as emergency management partners engaged in supporting disaster recovery for communities and individuals. Duties listed below are at the GS-12 grade level. GS-9 and GS-11 are developmental grade levels which will require closer supervisory review. Typical assignments include. Providing technical assistance to Regional, Reservists, HQ and others regarding Individual Assistance policy and procedures as they relate to voluntary, faith-based and community-based organizations as well as State, Local, Tribal & Territorial governments when needed. Analyzing and evaluating difficult issues involving agency programs and activities; assessing program development or execution to improve organizational efficiencies. Managing cross-functional teams or groups involving all levels of management and employees while maintaining a client service focus and meeting competing deadlines. Representing the agency in public forums, presentations and meetings with external stakeholders which should reflect positively on the agency. Compiling, reviewing, editing written reports, preparing briefing materials for Senior leadership, creating presentations for large and small audiences, presenting workshops, talking points and other materials to both internal and external stakeholders. Promotion Potential: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
