Job Description:

Pharmacist (National Program Manager) is responsible for performing a wide array of pharmacy and pharmacy related business duties as delegated by the Veterans Health Administration (VHA), Revenue Operations (RO) eBusiness Solutions. The incumbent has national program responsibility for the coordination of pharmacy related aspects of the ePharmacy program and other joint projects with Pharmacy Benefits Management (PBM).

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-14 Pharmacist (National Program Manager) Experience: In addition to the basic requirements, you must have 1 year of experience equivalent to the next lower grade level (GS-13) such as: demonstrated skill in pharmacy benefits management analysis and experience making recommendations and/or implementing program changes based on those analyses; effectively utilize information and data systems to perform necessary functions; In-depth experience using existing VHA; ability to conduct national data aggregation and use of resulting data to implement system changes and provide program oversight; excellent written and verbal communication skills and be proficient in Microsoft Office software, proficiency in SharePoint and other commonly used PBM software applications and demonstrate the following Knowledge, Skills, and Abilities (KSAs): Skill in persuading others and gaining cooperation to accomplish goals. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. Skill in utilizing regulatory and quality standards to develop and implement operational programs. Skill in managing multiple and diverse people or programs. Skill in utilizing available resources to support the mission and goals of the organization. Ability to plan, organize and direct the functions of the pharmacy staff. Preferred Experience: Subject matter expert on the ePharmacy claims processes. Experience testing software enhancements. Knowledge of VA pharmacy operations, related software and systems. Ability to analyze and interpret ePharmacy data. Excellent written and oral communication skills. Experience conducting meetings, training and national presentations. Ability to work effectively with diverse groups of people, including, but not limited to end users, senior managers, contractors and technical staff to manage, coordinate and monitor large IT projects. There is only ONE vacancy for this position, must live within 50 miles of the preferred reporting VA vicinity. Duties and responsibilities include, but are not limited to: The Pharmacist (National Program Manager) will provide professional consultation to VHA offices, VISN, and VA medical facility management concerning planning and coordination of the programmatic responsibility areas of PBM policy and services. 1) Serves as a field implementation manager within the ePharmacy project. 2) Serves as a liaison between the RO/eBusiness Solutions leadership and the VISN Pharmacist Executives, VISN Pharmacy Points of Contact for the ePharmacy project. 3) Serves as a consultant to facilities on all Pharmacy related aspects of the ePharmacy program. 4) Provides guidance on ePharmacy reject resolution methods involved with Drug Utilization Review, Refill Too Soon, Dispense as Written, Invalid National Drug Code, and any other pharmacy related third party reject. 5) Provides guidance to the field, eBusiness Solutions, RO and PBM on aspects of pharmaceutical utilization that pertain to and are affected by ePharmacy business practices and processes.
