Job Description:

This position is located at the Richmond VA Medical Center, Health Administration Service (HAS), and is organizationally aligned under the direct supervision of the Supervisory Mobility Transportation Specialist (Mobility Manager).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the Supervisory Transportation Assistant. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level and is typically in or related to the duties of the Transportation Assistant. Examples of qualifying specialized experience include: In-depth knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical aspects of the services provided in Beneficiary Travel (BT); Broad knowledge of a wide variety of principles, concepts, methods, and techniques of the medical field to analyze, evaluate, and provide advice on difficult and complex problems and issues; Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources in the area, such as interpretation of various Standard Operating Procedures for managing complex administrative issues with mental health patients; Ability to identify problems, gather relevant data, assess the data, develop and implement ideas for improvement, and evaluate efficacy of improvements (such as monitoring timeliness and supply and demand for new patient assessments); Knowledgeable of mobility management principles and tools; Possesses excellent communication skills verbally and in writing; Knowledgeable of US Department of Transportation regulations regarding transporting patients, patient safety, etc.; Knowledgeable of the Americans with Disabilities Act (ADA) requirements regarding ADA vehicles and all applicable statutes, regulations, and policies regarding transporting disabled Veterans; You will be rated on the following Competencies for this position: Administration and Management Compliance Financial Management Leadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Program Management Orchestrates travel for the Medical Center's BT eligible enrollees through mileage reimbursement and contracted travel modes. Adjudicates mileage, lodging, meals, common carrier, SMT reimbursement requests, determines eligibility and processes payments for eligible Veterans in support of costs incurred while traveling to and from VA health care facilities. Manages the day-to-day Medical Center's Beneficiary Travel program services under the Mobility Unit, Health Administration Service within the VAMC by assisting with the planning, developing, evaluating, marketing and directing key administrative activities in multiple programs. Works closely and routinely with other services within the Medical Center, including, but not limited to: Business Office (HAS); Fleet Management; Medicine Service; Social Work Service; Nursing; Voluntary Service; Primary Care, Mental Health, Homeless and Rehabilitation. Works with the Mobility Manager and provides input for the Needs, Resources and Stakeholders Assessment in collaboration with the other transportation services represented, as well as Veterans and community stakeholders. The input will be used by the Chief/Assistant Chief, HAS, and Mobility Manager as they utilize the Needs, Resources and Stakeholders Assessment to develop the annual business plan for submission to senior leadership. Routinely collaborates with the Mobility Manager for workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation, and ongoing operational flow of the BT program. Ensures effective integration of efforts/activities with other medical center operations. Assures scheduling, utilization, and administrative tasks of the BT program are performed professionally and in a timely manner. Budgetary and Financial Management Analysis Assists the Chief/Assistant Chief, HAS and Mobility Manager with the Medical Center patient transportation budget, analyzes organizational budgets, and provides advice and recommendations to the Chief/Assistant Chief, HAS and Mobility Manager for consideration in recommendations to the Medical Center Associate/ Assistant Director and Medical Center Chief Financial Officer, as appropriate, including critical budget areas and all Beneficiary Travel and Transportation program matters. Monitors budget allocation and execution to ensure that operating program objectives are met. Assists with the analysis of past expenditure trends to use in formulating budget requests to include, techniques such as cost-benefit analysis or exploring alternative methods of funding. Monitors the use and rate of expenditure of budgeted funds in assigned fund control points through continuing dialogue with Fiscal, the Mobility Manager and the Chief/Assistant Chief, HAS, to review written documents, and examine accounting records. Performance Improvement Programs Analyzes and evaluates the effectiveness of programs or operations in meeting established goals and objectives. Manages the BT contract transportation program quality assurance programs. Conducts studies, designs flow charts, analyzes findings, and makes recommendations for performance improvement programs related to the BT program. Serves as a permanent member representing BT on committees relating to performance improvement, with special emphasis on the potential impact of transportation on: no-show/missed opportunity reports, patient waiting times, time-in-motion studies for staffing; consult completion/pending issues and patient flow through outpatient clinic. Works closely with all disciplines/services to facilitate the implementation of new methodologies relative to performance improvement. Supervisory Responsibilities and Activities Functions with a high degree of independence, requiring initiative, integrity, creative problem-solving skills and administrative/program management skills. Supervises the BT program at the VA Medical Center. Performs the administrative and personnel management functions related to staff supervised, and provides both technical and administrative supervision to the BT program employees. Casework for Response to Executive Correspondence Investigates and resolves specific problems and special cases brought to the attention of the agency's senior management. Develops resolution of Veterans' problems brought to the attention of the Secretary or other executives. Resolves conflicts of information or interpretation. Independently gathers information and prepares correspondence for the Chief/Assistant Chief, HAS and Mobility Manager.
