This announcement is open to current SEC employees in the Office of Credit Ratings (OCR) only. The Supervisory Securities Compliance Examiner, SK-1831-17 position is in the Office of Credit Ratings (OCR) located in New York, NY.
All qualification requirements must be met by the closing date of this announcement. Time-in-grade for this announcement is one year at the GS/SK-14 level. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATION REQUIREMENT: SK-17: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level: Reviewing and evaluating the policies, procedures, practices, and records related to the structure, operations, and practices of Nationally Recognized Statistical Rating Organizations (NRSROs), and NRSROs' compliance with statutory and rule requirements; AND Leading teams of staff with varying backgrounds (e.g., legal, accounting, examining); AND Identifying and/or evaluating emerging trends in the credit ratings industry; AND Performing and facilitating interviews with entities being examined and monitored and preparing analyses and/or reports on examination findings and monitoring discussions; AND Preparing oral presentations and drafting written work product.
The Office of Credit Ratings (OCR) assists the Commission in executing its responsibility for protecting investors, promoting capital formation, and maintaining fair, orderly, and efficient markets through the oversight of credit rating agencies registered with the Commission as nationally recognized statistical rating organizations or NRSROs. If selected, you will serve as the Assistant Director, Office of Examinations and Monitoring, Office of Credit Ratings. Typical duties include: Leading OCR's Office of Examinations and Monitoring (EM) and working with subordinate supervisors and others to oversee the examinations and monitoring of nationally recognized statistical rating organizations (NRSROs). Serving as primary advisor to the OCR Director on EM matters and providing expert leadership to EM staff on examination/monitoring methods and techniques to achieve EM's program goals and strategic objectives. Managing and leading EM's risk assessment processes, incorporating qualitative and quantitative considerations throughout and ensuring that OCR's examination and monitoring work is risk-based. Collaborating across OCR and managing EM's work with respect to enforcement matters, policymaking initiatives, studies and reports relating to NRSROs, and Congressional inquiries. Representing OCR externally at meetings, conferences, etc.; and internally with other Divisions and Offices, including the Commissioners and the Chairman. Assigning work based on program priorities and performing the administrative and human resources management function relative to the staff supervised, including timekeeping, performance management, professional development, and succession planning.
