MINIMUM QUALIFICATIONS: Two years of specialized experience in emergency management to include experience in coordinating organization contingency plans and working with risk/security-related entities. Four years of specialized experience (education in a related field may be substituted) which demonstrates knowledge of the following: ability to effectively communicate, both orally and in writing; ability to develop quality training, ability to maintain effective working relationships with all levels of employees and command, inside and outside the organization; knowledge of military structure and protocol; ability to exercise initiative in resolving problems, rendering decisions, and carrying out revisions to plans; ability to facilitate, to be a part of meetings, and to be a valued team player; knowledge of community resources for Marines and their families; ability to analyze data and present logical conclusions and recommendations; ability to utilize work processing, spreadsheets, and desktop publishing software. The incumbent must have experience working for the Marine Corps, preferably at MCAGCC, Twentynine Palms, CA. This position had been determined as Moderate Risk. As a condition of employment, the incumbent must be able to obtain and maintain an Access National Agency Check and Inquiries (ANACI/ Tier 3) Secret Clearance.
The incumbent reports to the Marine Corps Community Services (MCCS) Executive Division, Operations Officer and is responsible for the coordination and completion of duties impacting operations within MCCS. Manages the Directives and Agreements sponsored by MCCS to include Combat Center Orders, Bulletins, Memorandums of Understanding, Memorandums of Agreement, MCCS Instructions, and MCCS Memorandums of the Record, fundraising requests, MCCS calendar of events, and other governing documents. Incumbent will liaise with external entities responsible for directives and agreements at the installation level; and receive specific documents on behalf of MCCS. Incumbent will staff documents internally to Division subject matter experts (SMEs) for review and revision; provide guidance and assist with writing directives when needed and monitor the review process to ensure MCCS compliance with installation requirements. Incumbent will edit documents for grammar, organization, and Adjutant's formatting standards. Incumbent will coordinate and monitor various taskers assigned to Division personnel via the DoN official correspondence or DoN Tracker Management program and other means. Duties will include staffing each tasker to the appropriate Division leadership and key installation stakeholders; responding to and tracking all communication with involved parties; and providing regular status updates to the higher-level supervisor and MCCS Director or Deputy Director as needed. Incumbent is responsible for the Non-Federal Entities (NFEs) program and will administer the program on behalf of the command. Administration includes processing requests of NFEs seeking authorization to operate aboard the Combat Center in the capacity of a club or social organization and liaising with legal authorities to review NFE documents for approval. Incumbent will coordinate the annual NFE's authorization renewals each year. Documents and instructions will be updated annually. Incumbent will provide guidance on all documents to NFE's. Incumbent will staff the annual NFE roster to installation offices requiring the organizations list and will maintain NFE records in hard and/or electronic files. Appointed as the MCCS Mission Assurance (MA) Officer, responsible for managing activities and programs regarding Anti-Terrorism (AT), Critical Infrastructure Protection (CIP), Chemical, Biological, Radiological, Nuclear, and High Yield Explosives (CBRNE); and Emergency Management (EM). Incumbent will coordinate these activities with the Installation MA manager, NAF Human Resources, Provost Marshal's office, Combat Center Fire Department, and other risk/security-related sections aboard the Installation. Incumbent will coordinate emergency recall rosters and operational contingency plans with MCCS Division Directors to ensure MA compliance is met within MCCS capabilities. Incumbent will be appointed as the manager for the Privacy Act, Forms Management, and Directives Management programs for MCCS in accordance with the Combat Center Orders on these matters, respectively 5211.2B, 5213.9D, and 5215.l0C. Incumbent will be responsible for following the Installation guidance with respect to MCCS capabilities. Incumbent will liaise between Installation Privacy Act, Forms Management, and Directives Management Officers and with MCCS Division, Branch, program, and administrative personnel to work towards on-going compliance and changes within each program. Incumbent will coordinate and monitor the Official Bulletin Board Program, which includes an annual document review of required postings, regular master list and cover sheets updates, liaising with Marketing Division personnel for website publishing, and conducting random audits of facilities' official bulletin boards to ensure compliance. The incumbent is also responsible for maintaining and keeping up to date the official bulletin board located within the MCCS Directorate Building.
