Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection Office of Field Operations (OFO) National Targeting Center (NTC) - Cargo Division in Sterling VA.
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Overseeing NTC program segment that performs professional and/or technical work, including project management; Performing administrative activities relating to trade CBP management including planning and project control; Managing the development, assignment, and higher-level goals and objectives of subordinate organizational units or lower organizational levels; Reviewing various reports and multi-year work plans conducted by various elements and coordinating the overall work to enhance achievement of the goals and objectives; Collaborating with CBP stakeholders to coordinate changes affecting the assigned program segment, conducts analysis and develops long-range plans, objectives, and milestones. This position is located in the Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Field Operations (OFO), and National Targeting Center (NTC). The primary purpose of the Program Manager is to provide expertise for cargo and trade targeting programs and operations. To include development of trade targeting processes and recommends program improvements with significant outcomes for management. In this position you will become a key member of a team of professionals using expertise in targeting and operations to support the Integrated Trade Targeting Network to foster core principles of communication, deconfliction, automation, standardization, and training with an emphasis on combating trade fraud schemes in support of current presidential actions. This position starts at a salary of $120,579.00 (GS-13, Step 1) to $156,755.00 (GS-13, Step 10) with promotion potential to $156,755.00 (GS-13 Step 10). In this Program Manager position you will become a key member of a team of Homeland Security professionals managing a variety of agency-wide law enforcement programs. Typical work assignments include: Developing detailed plans, goals, and objectives for the short and long-range, and/or developing criteria for evaluating the effectiveness of same. Analyzing and formulating agency requirements for operational workflows and overall planning, direction, and timely execution of a program. Identifying and developing ways to resolve problems or cope with issues that directly affect the accomplishment of principal program goals and objectives. Developing administrative polices, processes or guidelines for CBP operations or new criteria for measuring program accomplishments. Managing one or more NTC programs, recommending program improvements for implementation and preparing reports that provide operational information and significant incidents/outcomes for management.
