Job Description:

Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees within the DFAS Human Resources Directorate, and eligible Priority Placement Program DoD Military Spouse Preference applicants.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as leading military Human Resource management programs, processes, and systems to support an agency mission; demonstrated skill in providing technical advice and executing different facets of military personnel recruitment, transfer, assignment, and strength management programs; application of a full scope of project management principles, budget forecasting and execution, and use of data analysis to identify trends and support recommendations for change in meeting the needs of customers. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Serves as the Senior Civilian Advisor of the Personnel Force Innovation (PFI) Program, an Under Secretary of Defense (Comptroller) (OUSD(C)) and Defense Finance and Accounting Services initiative.
Serves as the Agency expert for the program, ensuring an effective integration of military HR polices, directives and regulations in support of civilian program mission needs throughout the DoD.
Is responsible for all aspects of program management to include planning, programming, execution, evaluation and auditing and resourcing. Plans, develops, and implements policies and procedures impacting operations and customers.
Represents the Agency to military and civilian leadership in promoting the PFI program, ensuring efficient operational and financial processes are developed and implemented throughout the DoD components.
Develops professional working relationships with multiple OSD, Army, Air Force and Navy offices, and other DoD activity counterparts. Develops, monitors and analyzes performance and pacing measures to ensure common levels of service across customers.
Performs the full range of supervisory responsibilities to include planning and reviewing work, staffing, identifying training needs, evaluating employees' performance, and carrying out disciplinary actions.
