Job Description:

The Regional Section Chief (RSC) supervises Regional Field Medical Coordinators (RFMCs) and Field Medical Coordinators (FMCs) within their region, ensuring effective healthcare for individuals in ICE custody. Responsibilities include policy development, training, and collaboration with stakeholders. After-hours availability required This position is only open to current USPHS officers who are currently IHSC employees. USPHS Call to Active Duty (CAD) candidates are not eligible for this position

Must have the ability to assist sick, injured or aging detainees or staff exiting the building (may require lifting, dragging, wheeling or carrying someone who weighs significantly more than oneself). Sitting and/or standing for extended periods of time [6-8 Hours]. Performing repeated bending motion. Average manual dexterity for computer operation. Phone use for extended periods of time.
DUTIES AND RESPONSIBILITIES: Under the direction of the Chief of FMCU, the RSC directs the Regional Field Medical Coordinators (RFMCs) with addressing taskings, effective management of operations and case management of patients in the contract facilities, ensuring timely and appropriate responses to inquiries, site reports, iTMS taskings. The RSC provides oversight of program activities and policies related to oversight of the RFMCs including the conduct of all aspects of management of assigned functions related to taskings, training, project management and program development. Assists the Unit Chief, RFMCs, Senior Field Program Administrator (SFPA) and Senior Field Training Program Officer (SFTPO) in the development and presentation of training for FMCU staff. Assists with the development and revision of policies as needed. Serves as rater for mid-year, annual and interim/transfer performance evaluations for RFMCs and reviewing official for FMCs in their respective regions and advises Unit Chief and RFMCs on personnel matters for their respective regions. Collaborates with the SFPA in developing, evaluating, and coordinating improvements of systems and processes affecting the integration of multiple healthcare disciplines, e.g. (process improvement, risk management, patient safety, managed care). Reviews and provides guidance to RFMCs on incidents, sentinel events, and potential litigation matters. Independently performs a variety of functions which include fact-finding, analyzing data, and resolving complex problems. Conduct continuous data analysis to identify areas for improvement and enhance team collaboration to support sound decision-making. Advises Unit Chief, RFMCs and Senior Field Program Administrator (SFPA) on policies and procedures impacting workload measurement and serve as operational liaison for their respective region. Responsible for providing first-line supervision & administrative oversight of the RFMCs & second-line supervisor of the Field Medical Coordinators (FMCs) for their respective region; delegates authority to subordinate supervisor and holds the supervisor responsible for the performance of the organizational unit. Briefs and advise the Unit Chief on agenda issues in preparation for activities and meetings and represents the office at these meetings, as needed. Coordinates various boards, meetings, and presentations; and identifies and/or devises respective support materials. Participate in scheduled Unit, IHSC, and agency meetings. In collaboration with SFTPO and Unit Chief, provides orientation and training for RFMCs onboarding in respective regions to include but not limited to supervisory expectations, operational priorities, personnel evaluations, leave accountability, officer development, and continuous on-the-job professional development. In collaboration with the SFPA and Regional Program Manager (RPM), assists with reviewing contracts and performing staffing analysis for the current and proposed non-IHSC facilities. Assists the FMCU Unit Chief with review and approval of ITMS taskings for their respective region and provides oversight of FMCU data analysis reports for taskings related to data and legal cases against ICE, U.S. Customs and Border Protection (CBP), Homeland Security Investigations (HSI), and CBP's Office of Field Operations (OFO) requested by OIG (Office of Inspector General), CRCL (Civil Rights & Civil Liberties), OSEC (Office of the Secretary), Freedom of Information Act (FOIA), congressional & media inquiries related to FMCU. Serves as SME to investigate and respond to high profile inquiries for Congress, State Senators, and National Civil Rights groups. The incumbent is responsible for collaborating with the US Department of Justice and other national and international government agencies to investigate the appropriateness of medical care. Responsible for data analysis and reporting of communicable and infectious diseases directly for the agency, DHS, Center for Disease Control & Prevention (CDC), Health Resources and Services Administration (HRSA), and works symbiotically with local, state, and international health departments regarding plan development and continuity of care. Liaises nationally with internal and external stakeholders-including Congress, state senators, national civil rights organizations, the U.S. Department of Justice, and other domestic and international government agencies-to investigate the appropriateness of medical care. Responsible for oversight of data analysis and reporting of communicable and infectious diseases directly for the agency, DHS, CDC, HRSA, and works symbiotically with local, state, and international health departments regarding plan development and continuity of care).
