Job Description:

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Entry/ Developmental Work Level within the CES Occupational Structure. It is located in the DISA JT OPERATIONAL C2 TEST BRANCH.
In order to qualify for this position, you must meet the requirements described below. Specialized Experience: For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service. Specialized experience at the GS-09 level is defined as experience : Experience applying instructions, guidance, and policies to support division's projects. For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service. Specialized experience at the GS-11 level is defined as : Experience with planning and conducting comprehensive program management studies and evaluations of various aspects of division operations, tracking government/reimbursable labor trends, projects program funding requirements, and managing division acquisitions. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized experience at the GS-12 level is defined as experience providing contracting and funding expertise to all division tasks and acts as primary point of contact for division contracting, budget activities and Knowledge Management (KM) for the division. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
Serves as the primary or alternate Contract Officer’s Representative (COR) on all test division task orders, and base contract modifications.
Plans and conducts comprehensive program management studies and evaluations of various aspects of division operations.
Participates in near- and long-range financial/resource planning in support of the division’s annual spend plan development cycle.
Tracks government/reimbursable labor trends, projects program funding requirements, and manages division acquisitions, etc.
Works on a wide variety of one-time and recurring projects/data calls assigned by the division management related to funding and contract actions.
Represents/liaisons for the division with internal and external contracting and finance organizations.
Responsible for Knowledge Management (KM) for the division to include maintenance and exposure of division-level guidance documents and all standardized templates and represents division in KM forums.
