This vacancy is for a GS-0560-12/13, Budget Analyst located in the Department of Homeland Security, U.S. Coast Guard, REIMBURSABLE MANAGEMENT DIVISION -CG-835.
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Assist with planning, establishing and directing a program for establishing administrative control systems related to the management of IAA programs. And, review and assess IAA programs for compliance with applicable laws, regulations, policies, and standards. And, skilled in identifying projected budget estimates based upon specific missions and programs. And skilled in forming, reviewing and editing estimates for assigned IAAs. Applicants must meet all of the conditions below: Skilled in budget formulation and execution, expert knowledge of the departmental and federal budget process, to include programming, planning, and budgeting. Ability to communicate clearly and effectively, orally and in writing. There is no educational substitution at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. You will serve as a Budget Analyst and be responsible for the management and coordination of budget developments/analysis, financial management, and budget execution. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Develop and perform life-cycle management for Inter/Intra-Agency Agreements (IAA) Develop alternative solutions involving the resolution of conflicting goals and objectives. Review existing (IAA) and create new (IAA) agreements. Assist with the management of budget operations, including budget formulation and execution. Determine fiscal budgets and human resource cost requirements.
