Job Description:
Organizational Location: Indian Health Service (IHS), Phoenix Area, Phoenix Indian Medical Center. Position is located in Phoenix, Arizona. This position is supervised by the Supervisory IT Specialist. The incumbent serves as a Resource and Patient Management Systems Administrator and work involves a broad range of highly technical administrative duties associated with the provision and use of information management technology.
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-9 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Work experience in a health care information technology environment, installing, configuring, upgrading and troubleshooting hardware and software components with minimum guidance and oversight. Knowledge of InterSystems Ensemble/Cache, Resource & Patient Management System (RPMS), AIX Unix or Windows operating systems to include server editions, Microsoft Office applications, MUMPS, and other programming environments. OR Education: Completed 3 years of graduate education leading to Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks (must submit copy of transcripts). GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Work experience in a health care information technology environment, installing, configuring, upgrading, and troubleshooting hardware and software components, operating in a senior capacity, independently, with minimum guidance and oversight. Knowledge of Ensemble, Resource and Patient Management (RPMS), AIX Unix, or Windows operating systems to include server editions, Microsoft Office applications, MUMPS, and other programming environments. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
Major Duties: Resource and Patient Management Systems (RPMS) System Administrator responsible for the systems availability. Participates in the guidance, direction, and support of information management needs. Analyzes/coordinates the analysis of data sources, information use, data processing and storage requirements and information flow. Responsible for the systems administrator functions such as hardware and system software installation, system and network administration, system and performance monitoring. Reviews and provides appropriate levels of access to sensitive data ensuring the rigorous application of information security and information assurance policies, principles, and practices in the delivery of systems administration services.
