Job Description:
You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Fleet Manpower and Programming Department, N1M of COMMANDER US PACIFIC FLEET. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing, implementing, and evaluating the management of program effectiveness to include the overall planning and coordination of manpower requirements, resources, and budgetary allocation programs for future readiness and planning. You will analyze manpower data systems such as Total Force Manpower Management, Navy Enlisted Classification coding, Navy Officer Billet Classification and Civilian Occupational Series Codes to identify military and civilian billets and funding.
You will support the planning and development of the annual COMPACFLT Manpower Program Objective Memorandum (POM).
You will provide advice and direction to subordinate command, peers, Type Commanders, and leadership in complex programming and budgetary issues.
You will consult with planning and programming personnel Navy-wide to solve unusual programmatic problems.
You will bring subordinate commands into compliance with complex and at time conflicting policies and regulations.
You will plan, direct, and execute the annual inventory of Inherently Governmental and Commercial Activities performed by government personnel at activities under BSO 70.
You will provide recommendations on changes to Total Force manpower, budget, and programming issues that develop within the fiscal year.
You will support projects relating to broad fleet programming, review and requirement matters, that normally require the collection of a variety of data, interpretation of laws and regulations, and analysis of complex resource requirements.
