Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Air and Marine Operations (AMO), Mission Support, Budget Execution Division located in Washington, D.C.
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Establishing financial and budgetary goals, timetable, milestones and other criteria against which relative costs and benefits of the program achievements can be measured. Advising management on fund execution, status/availability of funds, obligations, and expenses utilizing Systems, Application and Products (SAP), and CBP financial systems. Developing and maintaining budget related products such as excel spreadsheets. Implementing solutions to problems, systems, processes, or operations in relation to government budget regulations. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Directing annal and multi-year appropriations; allotments from different appropriations, transfers from other agencies; sales and exchange, and reimbursements. Providing expert advice and assistance to managers, Headquarters, and field budget staff on all phases of the budget process and recommends changes to budget plans. Developing strategies for presenting budget requests on behalf of AMO according to appropriations laws, statutes, and DHS/CBP policy. Interpreting and assessing the impact of newly enacted or revised congressional legislation on the formulation and execution of AMO budgets. You will serve as a Budget Analysis performing budgetary and administrative functions in Air and Marine Operations (AMO) advising and formulating budgetary requirements for all phases of work concerning the budget cycle within AMO. This position starts at a salary of $101,401.00 (GS-12, Step 1) to $156,755.00 (GS-13, Step 10). Typical work assignments include: Performing budget formulation or execution duties, which includes developing, recommending, and implementing budgetary financial policies. Preparing reports on program, budget, obligations, and expenses. Providing expert advice and assistance to managers and Headquarters and field budget staff on all phases of the budget process and recommends changes in funding and budget plans that, if accepted, may require management to revise programs within AMO. Developing strategies for presenting budget requests on behalf of AMO Programs, which involves working with program managers to develop narrative and statistical justification for annual and multi-year funds and consolidates the justifications into a single budget request.
