Job Description:
This position is in the Architect of the Capitol (AOC), Office of the Chief of Operations, Superintendent, Capitol Building, Assistant Superintendent. The incumbent serves as the Building Operations and Services Manager and is responsible for supervising the Building Services Assistant Supervisor, Inventory Management, Building Services Inspectors, Purchasing Agents and providing services to the occupants of the U.S. Capitol Building and the Capitol Visitor Center (CVC).

To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as the following: Specialized experience is defined as having experience in the following areas (must meet qualification for number 1 and two out of the four remaining qualifications): Utilizing purchasing regulations, methods, procedures, and business practices to make purchases involving specialized and commercial requirements; completing critical purchasing tasks in a timely manner; utilizing automated processes pertaining to purchasing and purchase orders; and preparing and reconciling purchase requisitions in an electronic financial system. Providing oversight of administrative and technical programs Receiving and managing requests for building services and providing oversight of repairs, maintenance, and procurement of various supplies, material, equipment, and support services Working knowledge of Computer Aided Facility Management (CAFM) to track work orders and service requests Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position is defined as the following: Specialized experience must demonstrate the following: (1) Supervising administrative and technical staff, including managing workload, training, developing performance management, resource management and timekeeping (2) Planning, coordinating and directing the development and execution of strategic initiatives, standards, policies, procedures and systems to meet current and future operational objectives; (3) Performing complex analysis of facilities management and support services programs and operations and making recommendations to improve organizational performance; (4) Utilizing purchasing regulations, methods, procedures, and business practices to make purchases involving specialized and commercial requirements; completing critical purchasing tasks in a timely manner; utilizing automated processes pertaining to purchasing and purchase orders; and preparing and reconciling purchase requisitions in an electronic financial system
Supervisory and Managerial Responsibilities Performs administrative and technical supervisory functions for subordinates. Assigns duties to and evaluate performance. Manages the organizational unit's budget and workload, proposing and justifying revisions in staffing levels, work priorities, and deadlines. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances as delegated by higher level supervisors. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. The incumbent is responsible for utilizing a thorough knowledge of and compliance with applicable Occupational Safety and Health Administration (OSHA), Office of Congressional Workplace Rights, and AOC safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Acquisition, Assistance and Material Management Services Independently leads a broad range of procurement activities and serves as a primary liaison for procurement efforts. Provides expert guidance to staff to include requisitions, purchase cards, contracts and reviewing scopes of work, solicitations and cooperative agreements. Initiates procurement actions to carry out the Capitol Building jurisdiction mission and supporting services, preparing requisitions and serving as a Contracting Officer’s Technical Representative (COTR), as guided by AOC procurement policies. Responsible for tracking and managing procurement activities while keeping supervisors updated on their progress. Manages purchase card holders’ reviews to determine the overall assessment of Capitol Building purchase card activities. Oversees data input and reporting of procurement matters. Establishes and oversees procedures for developing and managing cooperative agreements. Client Services Receives and manages requests from Members of Congress for repair and maintenance of the U.S. Capitol and the CVC. Determines whether requests fall under the jurisdiction of the AOC or the House's Chief Administrative Office or the Senate Sergeant at Arms. Advises requester appropriately and suggests possible alternative courses of action and/or refers requester to the proper office. Receives and reviews complaints from building occupants and refers the complaint to the proper office. Assists with training and travel requests for the Executive Director’s Office.
